Why does everything have to be so complicated!?!?

I found an electrician for the job of installing a new electric panel. Problem is, the laws have changed and regulations have changed, so that a job that took 2-4 hours start to finish a year ago, now takes up to 2 weeks according to the electrician! The electric company has to come and disconnect the power from the house. Then the new panel gets installed--takes just a few hours. THEN, an inspector has to come to look at it before electricity can be reconnected to the house. This takes a MINIMUM of 2 days! Without electricity! Then once the inspection is passed, then the electric company has to be called again to put the new wire to the house for the new service. This can take another several days! What are people supposed to do that need this done? Live in a house without electricity for potentially 2 weeks? Or go to the expense of a hotel room for that time?

This was supposed to be an easy thing. The government has totally screwed it up and now it's ridiculous the hoops that have to be gone through to get such a simple thing done. And the HVAC guys are possibly coming next week. I want this done and the stress to be gone! I can't handle this not knowing and having such an uncertain timeframe.
